do I have a strong chance of entering Germany if I know German lang. upto level 2?
I am a student of mechanical engg(final year) from a Pakistani university and i know German language till level 2

Speaking german is one condition to enter a german university, but not the only one.Your school and academic degrees/certificates need to be accepted.You will need a student visa, to get one, you will have to prove that you have enough money to study in germany (several thousand Euro).

Pretty much anyone can enter Germany, whether they know the language or not.
If you mean “can you enter a university” with that level of German, that you’d probably need to ask the university in question. In my uni we had students who couldn’t hardly speak English and they were still enrolled.

Of course you can if you have the proper document in hand regardless of the knowledge you have.
