What’s the meaning of this short sentence?

Your ballot must be postmarked and/or received by’s auditing firm NO later than Saturday, September 8.

Does it mean that the ballot should bear the mailing stamp suggesting it was mailing on or before 8th September?

Yes. Your ballot has to either have the post office stamp on the envelope showing the date of September 8 or earlier or it must arrive there before September 8.

No, it means that 1) Your ballet must be postmarked 2) Your ballet must be received by the auditing firm by Saturday, September 8.

But then if it’s received by September 8, then it would bear the mailing stamp suggesting it was mailed on or before 8th September anyway wouldn’t it?

The correct interpretation and the one that would allow you more time would be that the ballot must be postmarked 8th September OR before.

Yes- you have to send it at latest on Sept 8th So that red stamp they use says Sept 8th. :0)
