“I saw him” is the past tense. “I’ve seen him” is the present perfect tense. In your example, only one of these sentences is grammatically correct – the first. You can not use the present perfect tense when you are indicating a specific time (like today). Present perfect is used to indicate some time prior to the present but not specified. So, if you want to specify a day, like today, you should stick to the past tense.
