In some instances there would not be a difference because it could simply be a different name used at one school compared to another. But if at the same school, then I would assume that the Product Design course would likely be more consumer/household product focus; smaller products, perhaps somewhat less complicated in terms of number of parts, different materials used, etc.
The Industrial Product Design would be more on manufacturing equipment and products used in Industry, maybe not so much consumer oriented. Or it could be more on the line of automotive and other large-scale kinds of products that would be likely to be designed by a team of designers and engineers rather than a more solo task on a “less complicated” product.
That is just a reasonably educated guess though, so you will need to ask at the school you are thinking about to see how they define their program(s) and the intent, and where most of their students go after graduating.
