What really does “state-of-the-art” mean?
I know it means the “best” of what’s out there, but why use “state” which to me seems to imply “condition” as in the president’s “state of the union” address. Where did the saying come from?

The highest level of development, as of a device, technique, or scientific field, achieved at a particular time ( especially modern time or the present time which is being referred to).
When it is used as an adjective it should be hyphenated. However, when it is used as a noun it should be written as you would separate words.
