Ever heard of the Monday morning quarterback? Same thing.
Once the battle is over, it is easy to pick apart the actions and decide what you think *should* have been done, i.e., espouse what the Genral should have done.
Of course, the real talent of a General is taking action in the moment, midst the chaos!
Added 7/17: Note that the quote doesn’t mention anything about a victory, just a battle, won or lost.
