It’s a sarcastic way of telling someone that something they’d like to see happen has no chance of actually coming true.
Example: “You’d like a date with [Sandra Bullock]? Dream on!” (change the name in the brackets as you wish) 🙂

that might mean that its probably never going to happend. like you can dream about it, but no one would ever believe it would happend. its like you would say you are going to hook up with rihanna or something(i dunno?) and your friend would say “dream on”.
