What is the definition and origin of the phrase “friends with privileges”?

Is this a pejorative phrase, something from Seinfeld?, Morman? All three have been suggested but do not fit the context in which the phrase was used. Is this a euphemism for something? Thank you.

It’s a Polite way of saying F-ck Friend

Friends with benefits or privileges is Someone you just have sex with but not date etc.
