In American schools students academic proficiencies are measured on a point scale between 0.0 and 4.0 with 4.0 at the top of the scale.
* A = Excellent or Superior; or top 10% (90 to 100) = 4.0
* B = Above Average; or second 10% (80-89) = 3.0
* C = Average; or third 10% (70-79) = 2.0
* D = Below average, minimum passing grade (60-69); or fourth 10% = 1.00
* F (Also N or E or U): Failure or Exceptionally Poor; or bottom 60% (0-59) = 0.00
So a GPA of 3.5 would mean you are between “Above Average and Superior” or representing the top end of students in your class.
Generally speaking the difficulty of course you’ve taken will factor into acceptance into any given university. Given an overall percentage of 86 I’d guess you have a decent chance on getting into your school based on your academic merits.

Each school, college, etc is different. A 3.5 at my college (William and Mary) is more like the top 50%.

Well, if they’re accepting people with an 84% chances are you didn’t make it due to that, however, some colleges also look at community service, and extra curricular activities. Therefore, if they like you, they may not go on your G.P.A. alone. Good luck kiddo!
Actually, it’s not bad.
A 2.0 is a C
A 3.0 is a B
So it’s like a B+ A- average.
