Its like saying if there are only bad people around you, then instead of being near them you should stay alone.
There are a lot of quotes with similar messages. The point is, people you spend time with (“travel with”) will rub off on you. So don’t spend time with bad people; you could pick up their bad traits. Instead spend time with people who are on your level, or better still people who you admire and who you would want to rub off on you a little. Doing that, you continue growing as a person.

I think that it may mean that you should not spend time with people that you cannot learn from?
Or perhaps you should not waste time on those who cannot help you?
