what does it mean when somebody says ‘i’m in your cookie jar’? is there a meaning behind it?

I can only remember a part of a joke…He thought he was eating cookies but someone told him it was a jar of scales and scabs off someone’s vagina.

I don’t know, I guess it could mean “I’m stealing from you”, I say this because of the phrase “Hands caught in the cookie jar”, which usually means someone has been caught stealing.
