The word bilingual means to speak two languages. For example I speak english and spanish therefore I am bilingual. To be considered bilingual you would need to be able to carry on a basic conversation in two different languages. Hope this helps.

Break the word down. Prefex bi- means two as in bisexual, bimonthly, or biannual. Lingual means dealing with languages. So bilingual means having 2 languages or the ability to speak 2 languages. The prefex mono- means one as in Monogamy, monologue, or monopoly. So being able to speak only one language would be Monolingual. American works too though, I suppose.
