When a person says “fixed up”, they must be country!
If it’s an older style car, they are wanting to know what’s under the hood (what all was put into the car to make it run good, faster, and louder). If it’s a newer style car, they are wanting to know what modifications you made to it (what you replaced like rims, interior adjustments, and more stuff under the hood).

Are they asking you if the car has been repaired, like if it was damaged for example? Or are they asking you if you have done something to the car like a lift kit or a lowering kit to make it higher from or closer to the ground? They might be asking if you have added extras like speakers and better sound equipment.
