what is an excellent university for under $20,000 that offers both computer engineering and computer programming

Most of the universities in the UC system are about $20,000 and can go below with financial aid and scholarships. For example, I go to a school in the UC system and my parents are only paying about $5,000 per year after all the financial aid and scholarships. I’m pretty sure that UCSD offers both computer engineering and computer programming and most of the UC school’s have good engineering schools so i think they do too. I highly suggest the UC system, because you can get a high quality higher education for a lot less than a private school. The top three UC schools (Berkeley, UCLA, and UCSD) are also the best public schools in the nation.
