That depends. Right now the French collegiate system is in a bit of trouble, because of their mixture of normal public colleges and “elite” colleges. The normal public colleges sometimes tend to have subpar education and students have complained loudly (if not outright rioted) about this, without much results. The “elite” colleges of France are more or less limited to the French wealthy. You may think this is true in the United States, but it is only partially so. Believe it or not, the U.S. upper level educational system is admired worldwide and does indeed have a tendency to reward merit more than privledge (as opposed to high school and lower, which has serious problems). The problem with France’s “elite” college is not only will be very difficult for an outsider (like yourself, I assume) to get in, but many French are calling for their abolition. All this without having resolved the educational problems within their normal univerisities.

The French stereotype of hating Americans is actually true, at least in the more urban areas — particularily Paris. They can sniff out an American. If you’re not an American, well, no worries. Either way, the French countryside does not care if you’re American or Australian and will be pretty welcoming.

Spain in my opinion has better colleges, and if you look at international rankings they are also generally ranked higher. Of course, I must admit, French university’s lower rankings are due to their extreme specialization and rankings often under-estimate the quality of the education.

Spain also has more American friendly citizens, but again if you’re not American this is not a concern, anyway. The night life of Spain is hard to beat anywhere in Europe. It’s a top tourist destination by the younger crowd exactly because of its relative cheapness and all the fun things to do. Madrid, Barcelona and other Spanish cities have lots of character, friendly people, and are generally awesome to hang out in.

In summary, I would recommend going to Spain; as to where in Spain specifically — well, that’s more of a personal choice. The vibes of the cities can be a little different and I haven’t hit up Spain enough to offer a reliable opinion. I liked Madrid and Barcelona but you might like anywhere near Costa Del Sol, Salamanca, Toledo, Bilbao, Seville, or even somewhere else.

A lot depends upon your own interests and what areas you will be studying in school. I would choose France because I speak French and I’m familiar with the culture. You might be more comfortable with Spain or Germany…Germany would be an excellent choice because of proximity to other countries and a mixture of cultures. Good Luck, Bonne Chance and Buena Suerte!!
