I plan to move to NY in january, how do i go about applying forcollege there and what time in the year do i need to apply im 18 and want to study performing arts, i hae a GCSE in it so i woul be doing an A level next in england what does that mean i will need to do in NY?

It probably would be best if you already started the application process now. In order to study in the US, you will need a student visa. If you get to the US just with a tourist visa, then they won’t allow you to study.
This can cause all kinds of complications for you, including deportation.
