Do you mean a professor emeritus (a retired professor)?
If so, absolutely!
Graduate programs usually require three letters of rec from your former professors. If you studied with this professor, then the letter would be completely appropriate.
If you are applying to an MBA (or other vocational rather than academic) program, the letters usually can be from former employers. If this retired person was your boss, then again, the letter would be completely appropriate.
