Yes. Go. Age not factor; many go back to school even in 40s & 50s of age. English factor, find out if the school allows you to have a tape recorder to help with your notes. Teachers are very willing to help when asked. Many schools also offer tutors to help with subjects.

I make the assumption tht you are talking about college? Right? If so, 28 has a lot of advantages.
In the first place you have now lived long enough to have a good practical education in life. Those in teens and early 20s dont so you are way ahead.
Dont worry about fluency in English. It will come as you listen, take notes, and interact with others in classroom sessions. Go For it.I finished my grad degree at 31.
