The official SAT study guide does use some test questions that were previously administered. However, because the book was published before the first administration of the new SAT in March 2005, the practice tests could not possibly be previous exams.

From The Official SAT Study Guide, page viii of the Preface:

“For the full-length practice tests, the vast majority of questios have appeared in previously administered SATs. Some of the questions that represent new question types and contet are writen by our test development experts and comply with the College Board’s new SAT specifications. The same is true for questions in our practice sets.

“To help youprepare for the essay portion of the new SAT, this guide includes essay questions like the ones you’ll see on test day. These questios origially appeared on an SAT II Writing Test and have been modified to conform to the new SAT format. To help you understand how the essays are scored, each essay question is accompanied by sample essays ritten by students who took the SAT II Writing Test. The corresponding essay samples are actual student responses to previously administred SAT II Writing tests and are presented based on College Board research indicating comparability to expected responses on the new SAT prompt.”

I don’t think so. Everything I’m reading says “official College Board SAT practice tests”– so I think they just made separate “practice” versions to use for the Guide, not actual past tests.
