Addressing people with titles is so difficult! Doctor always comes first, even if the doctor is a woman (Dr. and Mr. Smith) unless one is a leader of faith, in which case that person comes first (Rev. and Dr. Smith). When it is two people with the same title (Doctors, Faith-Leaders, life partners, etc.), the title is pluralized.
It is often appropriate, however, to put their first names. “Drs. Edward and Judith Smith.”

Yes. If you have the space, you could also repeat the “Dr.” in front of each name.
