Could you mean the phrase: he/she “doesn’t know I am alive”?
It has nothing to do with luck. It means a person you care about is indifferent to you.
OR
“Born with a silver spoon in the mouth” refers to being born into a wealthy family.
OR
“Born on the cusp” (one not knowing under which sign they are born ) refers to astrology. A person born as one “sign” changes to another for example Cancer changing to Leo. This might be consider lucky as those people are supposed to have more insight into life’s little problems.
I hope one of these helps; I am rather mystified myself.

I’ve never heard that phrase either, not in the USA. It’s possible it’s a British expression, but even if it is it’s not very common at all. If I had to make an educated guess I’d say it means this: you’re so surprised or shocked that you lose all your senses, therefore you don’t even know you’ve been born. Hope this helps.
