this is very unclear. just ask whoever wrote it for clarification. My best guess is that “he probably got at least a 50% is both math and english.” Marks just mean your grade or your score. So his final grade in both math and english was a likely at least 50%.

Secured means, in this case, to have earned.
Aggregate means things grouped together.
So it means you must have earned no less than half of the possible marks available from all your subjects, and that two of the subjects HAVE to be mathematics and English.
