Well, university education is still mostly free, though some universities have started introducing fees – but they are way below those in other countres, eg the UK or the US. University education is under the authority of the “Länder” (Germany is subdivided into 16 of these regions), so some regulations vary a bit. Access to many courses is according to what average grade you get on you high school diploma or equivalent (n Germany, it’s the Abitur).
