According to this website, most coral need warm temperatures to grow. Coral can survive in cooler waters, but will not grow quickly enough to build a reef. Look at the map (on the website) to see where coral reefs grow around the world.

The real answer is that every Australian produces a large quantity of bullsh*t, and it gets into the ecosystem and causes extra growth in the coral reefs. The average size of an Australian is 23.7 kilograms, it’s the bullsh*t that brings them up to full size.
