a new officer

you only put an if it is before a vowel. it would be “AN officer gave me a ticket” if NEW was taken out.

A new officer. An is only used before words that start with a vowel sound. This means vowel “sound”, not necessarily a vowel. For instance, “uniform” begins with a vowel, but not a vowel sound, so you’d say “A uniform”, not “An uniform”. Honor starts with a consonant, but the H is silent, so the word starts with a vowel sound–“An honor”, not “A honor”.

Your first sentence should be: “I have an opinion, so let’s hear your’s. To answer your question, 1 is correct, “new” begins with a phonetic consonant, so it takes “a” rather than “an”.
