The answer to this question depends on how you choose to interpret Caesar’s motives. We know that he is extremely popular with the general public which has created a lot of fear among the senators who fear they may lose their power. We also know that he is offered the chance to become emperor by Antony three times and three times turns it down. But he also asks Antony to touch Calpurnia so that the curse of her being barren might be lifted, thus enabling him to have a son (presumedly) and hence an heir to his fortune. We also know that despite a number of warnings (the soothsayer, Calpurnia’s dream, the omen of the priests) he chooses to go to the senate for what he believes to be his coronation (Decius hints that the senators want to make him emperor). If you see this and see him as greedy and ambitious then he’s a negative character. Keep in mind that this doesn’t necessarily address what type of ruler he would have been.

Brutus on the other hand is conflicted between doing what is right by all of Rome and what is right by his friend. He loves Caesar and would do almost anything for him. But he loves his country more and doesn’t want to see it suffer at the hands of a tyrant. He is weak in the sense that he allows himself to fall prey to Cassius’ manipulation and join in his conspiracy.

What you have asked, if I’m reading it right, is a major crux of the play. In simpler terms, you have to ask, “Can Brutus’ actions be justified because what he did, he did for what he believed to be the greater good?”

I’d suggest that you read the play keeping in mind what was pointed out here and form your own opinion. It’s a great work.

Brutus assumed he was saving Rome from a tyrant leader. He did not want to participate in the killing of his best friend, but knew it would be best for the city and it’s people. After striking the final blow that would kill Caesar, Brutus was labeled a murderer and eventually killed while still trying to protect Rome. It is tragic that he had good intent when performing his deeds just to lose his own life for the cause.
