It means that if someone has the chance to say that they disagree, and they say nothing, then the other person is assuming that they agree (to whatever it is). It’s a rather bullying way of sharing the responsibility, usually for something dodgy, with people who don’t want to share it but don’t like to say so outright.

It means that the person on the other end of an argument has no retort to the last statement you made, therefor by their silence you have won the debate
