My memory of this subject is fast fading but here’s what I remember: There were mainly two types of settlements, one owned by a company and the other chartered by the king. Company owned colonies were established to find gold (at first), but then since no gold was found, to provide raw materials to ship back to England. Once cash crops like tobacco were discovered, the focus shifted to producing them and shipping them to England as well. The company had to turn a profit so their focus was anything that could make money. Colonies chartered by the king were mainly granted to groups who wanted religious freedom. There are many more details about this subject that you will have to research on your own. I suggest using google.

England wanted the colonies ( American or other) to send back foods, raw materials, unique things, and taxes to England or its monarch.

In my opinion, what changed is as people saw how much land and natural resources there were, the people felt they were doing all the work, and the monarch was not doing anything for them.
