Technically, there is no difference, but it is a little more formal to say ‘also’, or ‘as well’. You won’t see ‘too’ used in this sense in any formal written documents.

…and let’s not forget ‘additionally’ or ‘also’.
These are a matter of personal preference. Use whatever makes the sentence flow.

they are synonymous. “As well” is just another way of saying “too” or “also.” I do not see the efficacy of using two words when one word suffices!
