A comprehensive list is a complete list of ALL of whatever is being listed. An exhaustive list is also a long one, but DOES NOT contain ALL of whatever is being listed. Consider for example a list of the types of domestic of cars available for sale on any given day in the U.S. compared to a list of the names of colors. You’d eventually run out of “types of domestic cars,” but not “color names.”

It really is just a play on words. They both mean literally the same. Comprehensive means that they have listed all the items that they can comprehend. Exhaustive list means that they have exhausted all the known items.

A comprehensive list would include enough information to familiarize yourself with a topic while an exhaustive list would include nearly everything on a subject or be highly technical.
