Nothing is wrong with it grammatically. However, by using “this” you indicate that the man who was bitten by the dog is in your presence or that you are making specific reference to him (this man, not that man).
The second form that you gave (A dog bite this man) is incorrect. It should be “A dog bit this man”. Again, the use of “this” has the same implications as in the other sentence.
