What is Unemployment Insurance Project Notice (UIPN) #05-038?

I am trying to receive unemployment benefits as a substitute teacher in California. I came upon the Los Angeles U.S.D. union website for help. It says to do the following:

The Unemployment Development Department (EDD) has recognized that many schools are ‘year round’ and do not fit with the traditional idea of summer being a ‘recess period’ during which no Substitute Teachers are employed.

When you call to start your claim, it is imperative that you tell the EDD representative that you are a ‘Year Round’ Substitute Teacher and to refer to the EDD’s procedures for the year 2004-2005, Unemployment Insurance Project Notice, UIPN# 04-056. (We don’t have a physical copy, but the new UIPN for June 2005 – June 2006 is now 05-038. I think the agreement is essentially the same; the number changes every year.) This will clarify your status as a ‘Year round’ Substitute Teacher who is eligible for work and NOT on recess.

Interesting… we were told that we weren’t to use UIPN numbers anymore. For some reason or another, UI folks are supposed to be aware of our circumstances, in regards to LAUSD and UI benefits.

Are you with LAUSD? If so, I take it that you’re a year-round substitute teacher? Then, for the most part, you should be eligible.

Also, keep in mind that, in regards to substitute teachers, the UTLA website hasn’t been updated. Why? I’m not sure of why.

I am sorry I must have missed the question as I read the question above and then read what you have written, are they not the same thing? Or did I just miss understand the question? I believe that you have answered your own question, it is just a code that changes every year.
