What is the meaning of “curled sandwiches”?

As in the sentence: “The statist inefficiencies and curled sandwiches of British Rail, which took over in 1947”

Curled sandwiches is a comment on the state of the food on british trains at the time.

They had often been left uncovered on a plate so had curled up at the edges

It’s a figure of speech. I can’t “uncurl the sandwiches,” however. Sorry!
