Racial discrimination is an outward action favoring or disfavoring groups or individuals on the basis of race and not based upon a person’s actual merit.

Racial prejudice is an inward opinion that may or may not be expressed that is formed without reason.

Discrimination is always an action. Prejudice does not have to be an action, but may. Although, at that point, action upon the prejudicial opinion becomes discrimination.

Because (for example) a white person does not like a particular black person, this does not make them prejudiced. What makes this person prejudiced is that they cast judgement or form an opinion of another person based on that person’s race or ethnicity and not on their knowledge of or interaction with that person.
