One in which there is at least an equal or more numbers of typical kids and kids with special needs that is cooperatively taught by both a general and special education teacher. One that keeps kids actively engaged by providing developmentally appropriate structured activities throughout the day and that directly and specifically facilitates and reinforces social interactions, cooperative learning and language.

One that has a sufficient number of non classified kids to act as role models. There should be sufficient adults present to provide assistance to any child who needs it. Therapies such as OT and PT should be done in the classroom as much as possible.There should be lots of time for play and hands-on open ended activities. Too often good early childhood practices are sacrificed because there is a perception that the classified kids need more direct instruction. This is not true. They are not any more ready for rote and drill learning than other preschoolers.
