In science fiction and speculative science, it’s a strand of cable made from carbon monofilament about a mile in diameter that is anchored to the earth on one end and a space station or other suitable weight in a geostationary orbit at the other. Because the centripedal motion keeps the cable taught, you do not need to launch a spacecraft. You can put a caterpillar of some type on the cable, hang your ship or cargo on the caterpillar, and have the caterpillar tow your ship or cargo into space.

It is most commonly called a Jacob’s Ladder and less often a beanstalk.
