Well according to dictionary.com being smart means
having or showing quick intelligence or ready mental capability. In my opinion its when a person posesses a good mixture of common sense and education.

Being “smart” conventionally means being able to extrapolate meaning from data. That is to say that a smart person can “figure out” how to resolve a puzzle, start a car, successfully diddle with the engine when it doesn’t start, etc.
Most of the various tests designed to determine whether or not someone is smart actually test one’s general knowledge of vocabulary and exposure to and understanding of the elements involved in the test questions.
