What date is used to determine if a permanent resident is eligible for in-state tuition?

Which date is used as the basis for eligiblity for non-resident status at colleges:

1) The USCIS reciept date (earlier date), or

2) The USCIS Green Card Issue Date (later date)

After applying to several schools, most schools say it is #1, one school actually changed the status to nonresident, and one school stubbornly insists that it is #2 above. This happens to be the first pick of colleges, so we need to clear the residency hurdle and get instate tuition.

I don’t think anyone here can answer your question as a given. You will have to abide by what the school you go to determines as your residency.
