2. Fill the jails. MLK would often get so many people to a spot that the racist police couldn’t arrest them all. They’d either have to resort to violence against King and his fellow protestors (which looked bad, of course) or let them be.
3. Media. King took great advantage of the media and those who were sympathetic to his cause.
4. Unity. Organized boycotts (bus boycotts, Montgomery store boycott) forced either the city or the retailors to listen to reason.
5. Appeal to the law. US Supreme Court decisions were often handed down before the public was ready for them (desegregation as a prime example). Make their goals legal first, the people eventually came around.
