Am I the only one that got no solution? How can the tens digit be the same as the ones (i.e. 22 or 11) and still round to 16 as a whole?

I agree, the way the question is worded there can be no answer. The tens and ones digit cannot be the same and round to 16. If you mean the tens and the tenths digit is the same, then the answer is 16.1, if you mean the ones and the tenths digit is the same, then the answer is 15.5.
