US Slang: the term “can’t be touched”?
I do not think this refers to drugs.
This is about slang used by psychological manipulators. In England it could be “can’t be touched” for dosh, or I think there is something in the dream world, “touched by ghosts” but neither seem right. Could be the person was protected and “cannot be touched” by agents or enemies?

cant be touched…..not really meaning someone physically touching someone. cant be touched…is like saying you can’t f***k with me, man!!!!

There are different contexts for it…if something “can’t be touched”, it can mean that it’s the best, that nothing else comes close; if someone “can’t be touched”, it could mean that they are at the top of their field, or it could mean that they most likely committed a crime, but covered their tracks well enough that the law “can’t touch” – can’t arrest or persecute them – for lack of evidence. it has to do with the police. it means that if someone “can’t be touched” then the cops cannot take any action against them.
