It is unclear, but since the phrase comes after me, most would interpret it as referring to “me.”

You could simply rephrase the sentence to clarify it.

I went to bed without reading a book because my mom made me.

My mom didn’t read a book to me when I went to bed.

In this case, from the context, it is clear “without reading a book” relates to the object of the sentence ‘me go to bed’, not the subject – ‘My mom’.

But it is an arguable point, except there is very little logic in your mom and her not reading a book being in any way connected to sending you to bed – is there?

I like one from the old King James Bible translation where the prophet “stood before the angel in his rent garments”. In trying to retain Hebrew word order, they put God’s messenger in ripped clothes! A modern version puts it that he “stood in his torn clothes before the angel” – much better.
