when you say,” can you not smoke here?”, does it mean can you stop smoking here?

That’s what is sounds like to me. To me it means no smoking in that area,or room,or place.

The person is asking if smoking is allowed in a certain area, for instance, of a restaurant. Another phrasing would be, “You can not smoke here, but you can over there.”
