Yes, California has more military bases and a ton of the Pacific fleet. But I think the nuclear subs for the Pacific are in Washington state or Hawaii.
So. I’m not an expert on megaton-load per various kinds of missles, but I’m pretty sure the MX pack a lot of warheads per. I don’t know how many you have there, though.
Also, I’m not sure if N. Dakota still has the B-52s there, or if they’re all overseas.
But you can make a very good case, based on the nuclear resources.
Safest state would likely be Alaska. Since it would be quite difficult for anyone to conquer all of Alaska, let alone desire to. I also doubt Alaska would be badly hit by nuclear strikes if there ever were such a war.
Safest? Probably ND, seeing nothing of import happens there.
