Yes — to both questions. Most doctorates (other than the PhD) are pprofessional degrees. For example, the JD, MD and DDS are all professional degrees.

IMHO, it may depend on the country. A JD is a doctor of jurisprudence, an MD is a doctor of medicine, and a Pharm.D. is a doctor of pharmacy. In other countries, many of these professional degrees are bachelor’s level degrees, but in the USA they are doctoral degrees.
