You should register as early as possible. Otherwise, you will probably not be able to take the classes you want to because they will be closed once they are full. Loans can be applied for every year although I suggest staying away from them unless you absolutely need them.

Register for classes early. You’ll have you pick of classes, times, and professors. If you do it late you’ll get all the left overs. Crappy classes, crappy times, and crappy professors. Apply for Stafford Loans once a year.
