If you mean is it offensive in Ireland to say fu** off, then it depends on the intent. Irish people swear a lot, but there is not much maliciousness behind what we say, normally.
You wouldn’t go round saying it in the street but in conversation it would be equivalent to American’s saying “Get out!” more of a statement of disbelief, or a strong for of saying “stop it!”

I lived in Ireland for a year and many of my friends there would say that pretty casually. Two things I noticed, though: (1) I found men were more likely to swear than women, but it never seemed to be as malicous as it is here in the US, and (2) people in Ireland are far more likely to say “feic (feck) off,” which is considered way, way milder than what you wrote there. (It’s complicated why that is.) And if I misspelled the word, I apologize, I have very, very little Irish!
Interestingly, an Irish friend was telling me that the word “bastard” is actually considered seriously offensive in Ireland, whereas in the US, it’s used pretty casually.
