In addition, it’s not just a matter of getting a new library card. Some schools will hold your diploma and/or your records transfer to a new school if you do not pay your fine.

No you can’t. You have to pay your fine. If it is as big as it sounds, maybe you can make some kind of arrangement with the library. Anyway, you have to pay the fine unless they will decrease it for you.

No you cant in most places do that unless you have ID in another name.Some libraries have an amnesty day – you could call and ask them if they do. On that day you can return any books and get your card cleared for free.
