I’d start by asking yourself what interests you, or at least something you wouldn’t mind thinking about enough to develop tiny proposal about. . . especially if this is the kind of thing they’re going to use to help figure out where to place you for the next several years. Pick out one part of the field that interests you. Do you like cleaning up something, making some kind of product (well, improving an existing one might be more realistic at this stage/required length), whatever else isn’t coming to the surface of my brain right now. . . ? But don’t stress out too much; it’s just a one-page deal and they’re not really expecting perfection from a prospective Ph.D. student — the idea is probably at least partially to see if you can think up something without having it fed to you first.
I’m not too much on ChE graduate research topics, although I do know that there are a *ton* of environmental problems out there that are really ChE problems once you break them down into how to start solving them. . . .

In this day & age, you can research about anything, there has to be some concensus drive why people would need what you propose.
