Human Right to decent housing??

I have got this question from a university and it interested me, I was wondering if anyone could have an answer to it. Please answer in the UK/EU context:

‘Should there be a human right to decent housing? Discuss the implications of this question for the current and future use of human rights in UK land law.’

Yes-ME! A right ceases to be a “right” and becomes a PRIVILEGE SUBJECT TO REVOCATION when it demands the property or labor of another human being to be fulfilled. The “rights” you refer to are the same “rights” Karl Marx was referring to when he wrote “The Communist Manifesto: “From each (Taken by FORCE (if neccessary, which it always is!) according to his ability, to each (unearned, and unpaid for!),according to his need! NO HUMAN BEING SHOULD BE FORCED TO SERVE THE NEEDS OF ANOTHER, EITHER PHYSICALLY,AS IN THE PRACTICE OF SLAVERY, OR ECONOMICALLY, AS IN THE CONFISCATION BY FORCE OF ANOTHERS WEALTH, MATERIAL POSESSION, OR FRUITS OF LABOR!

I realize that I am not a part of the UK and don’t know it’s laws. However, in my opinion everyone should have that right unless it infringes upon the rights of others. Forcing taxpayers to pay for this “decent housing” would be an infringement upon their rights. Is there another way it can be done. I don’t know but if there is we should look at it carefully.
